Upscaling and Post Processing

Hi,
I'm not sure how to get Upscaling via the swscale filter to work. I selected the "swscale" filter in the filter menu and then selected the algorithm in the swscale menu. But it does not seem to make a visual difference whether I choose the worst quality algorithm or a high quality one like Lanczos, so my suspicion is that VLC somehow ignores swscale and instead uses whatever upscaling algorithm it always does. Are there any additional settings that are necessary so that VLC uses swscale? Other filters like film grain work fine. Could it have something to do with "Video overlay" or video output selection (Default, OpenGL etc.)? I am using VLC 2.1.3 on Windows Vista32bit.

Another question concerns post processing (PP). There seem to be three different places to choose this setting, and I'm not sure these do the same thing ...
A) When a video is playing, I can select in the video menubar PP disabled or level 1-6
B) in the simple preferences menu I can set PP disabled or 1-6
C) In the preferences => show all => filter menu I can select the Post processing filter and then choose disabled or 1-6 in the respective post processing filter menu

The problem is that when I activate PP via method B or C, when a video is playing the PP setting in the Video menu is still shown as "disabled". Is this simply wrongly displayed or does this mean settings B and C are ignored? Or is method A simply a different method of PP that can be used additionally to B or C? I'm really confused now... :?
I'm still also not sure when PP should be used at all (e.g. for what codecs).. :?:
