HTTP Access Error when trying to play M3U8

Hello everyone,
I am having an issue when I try to stream this M3U8 file: (http://content.uplynk.com/channel/412b0 ... 1309c.m3u8). I get this error message "access_http error: error: HTTP/1.1 403 Forbidden." Is anyone here familiar with trying to play encrypted M3U8 files. Thank you.
