Connecting to VLC by telnet 2.1.3 Rincewind

Hello,
I recently upgraded VLC from a Twoflower version to Rincewind and now my telnet connection doesn't work anymore.
I have added the telnet interface to VLC and attempt to connect to it using localhost:4212 with putty.
I get the error message:
Puttytel Fatal Error : Network Error : Connection Refused.
I could previously connect using this method using a Twoflower build. I have tried the following with no result:
VLC -> Tools -> Preferences (All) -> Main Interfaces (telnet ticked) -> lua (lua telnet) password (added a password and saved).
This is very frustrating. I was hoping to use telnet to connect to an instance of the player using python, retrieve a playlist and dynamically set the next track to play.
Also, I noticed in one of the previous versions the playlist command had been removed from telnet, I hope this isnt' the case in the newest version but I can't connect to it so I can't even check that.
Any help greatly appreciated.
