Vlc wont "find" my pc when using Clear HotSpot

so i have an ipad and i use a clear hotspot for wifi at work, i tried to set up the free vlc streamer but when i use the hot spot it cant find my pc. if i connect to my home wfi it finds it just fine. can anyone help me with this ? do i need to get the paid app to connect to away wifi or something ?
