Does VLC expect MP3 stream according to RFC 2250 or RFC 5219

I am having problems getting VLC to process my RTP/MP3 streams.
Q1: does VLC expect an RTP/MP3 stream (RTP static payload type 14) to be formatted according to RFC 2250? Specifically, is the first 4-bytes of the payload the fragmentation header as defined in RFC 2250? or does VLC expect the 1st byte of the RTP payload to be the start of the MP3 encoded data?
Q2: does VLC support RTP payload format according to RFC 3119/5219?
