Streaming with bluescreen (novice needs help!)

Hello & let me say, these forums are a -great- resource for learning the advanced features of VLC.
I am working on a live art installation piece and would like some assistance from those who know their way around VLC...
My idea: Run a live video stream behind a 'bluescreen' secondary live stream.
Here's what I have:
I am running an EasyCAP USB video input interface connected to a video camera (source 1, as the background)
Also I am using MidiVid, an old software that plays videos using MIDI commands. It has options to select which display adapter to run on. (source 2, as a 'bluescreen' foreground overlay)
There are basically two questions I am having trouble answering.
First off, what software can I use to create a 'virtual' display adapter under Windows XP? I will send the video out from MidiVid into this virtual adapter. [An adapter that I can stream inside VLC, just like the Desktop mode of streaming]
Secondly, how do I combine the two live streams and apply the 'bluescreen' to one of the streams?
I am unfamiliar with 'vlm config' and using command line options to control VLC.
