How To create a Playlist using the start time and end time?

I want to use VLC and embed it into a powerpoint slide show. On one slide, I want the VLC player to just play a given playlist that has the starting time and end time code.
I would like to have just one continuous video file, and I have the time tags for each of the videos clips where they start and where then end.
I would appreciate any help in me defining a single playlist with the starting video time code and its ending time code. I will have the VLC media player embedded in a powerpoint slide and activate when click.
Any help is deeply appreciated.
