Seek errors when paused

I am experiencing problems seeking using VLC Media Player. The problems occur in MP3 audio files. If the file is playing, seeking works fine. But if the file is paused, there are errors in seeking. The file always seems to seek to a point past the desired time. This happens whether I seek using the seek slider, or using the keyboard shortcuts (such at ALT-LEFTARROW to go back 10 seconds). The seek errors are erratic. Usually the file seeks to a time one or two seconds past the desired seek time. But sometimes the file seeks to a point several minutes past the desired position. Here is an example. Using an MP3 file of length 10:12 (file is mono, sample rate 22050 Hz, bit rate 32 Kbps, CBR). I started at position 4:58 and repeatedly hit ALT-LEFTARROW to back up in 10 second increments. I note my position after each seek as follows: 5:37, 6:26, 7:15, 8:03, 8:47, 9:36, 9:26, 9:16, 9:06. I did it again starting at position 3:00, repeatedly hit ALT-LEFTARROW, and noted the positions as follows: 3:49, 4:32, 4:22, 5:00, 5:49. Yes, I was actually hitting the key to go BACK 10 seconds, and VLC Media Player would usually go FORWARD considerably more that 10 seconds. Seeking by dragging the slider is no better. I click and drag the slider to a desired position, release the mouse, and the slider suddenly jumps forward (sometimes a long way). This only happens when the MP3 file is paused. If the file is playing, the seeking works fine. The seeking errors seem to be worse on longer MP3 files. It may also be dependent on bitrate and/or mono/stereo. But it is very bad on a 22050 Hz sample rate, mono, 32 Kbps CBR MP3 file of length 10-15 minutes. VLC Media Player version 2.1.2, Windows XP (but problem showed up on Linux as well).
