record button - how do you set bitrate

when i record the movie i'm watching the result bit-rate is something in the neighborhood of 7000 which results in a very large file. How do i change the record bit-rate to a lower value? for my purposes a bit-rate of 950 to 1200 is perfectly acceptable.
