Video Quality

Hi everyone (who see this thread), Im new here.
I need help about my video quality. After I started some programs in the background (not minimized) and
vlc running in the very front, the quality changed. From good to bad.
I don't think the video that's running has a bad quality because
I downloaded the video in 720p.
Here's the pic (im sorry >< because I've not taken the video photo before this happend)
