quadcore processor, core dedication to VLC

Hello,
Some VPS virtualization softwares have got "the nr of core to be dedicated for each part of virtual server".
When we come to VLC, if I am gonna run two VLC simultaneously and if one video shall be streamed in 480p & other one in 720p, is there any setting to dedicate :

One core for first active VLC
three cores for the second active VLC ?

That depends on your OS. VLC does not support thread pinning internally.
