"Forced" or default subtitles.

Greetings!
VLC player is not displaying forced subtitles during playback. The Subtitle stream options show ALL subtitles (Options include English 1, English 2, French, Portuguese, etc.), but there is no option that shows subtitles ONLY when foreign individuals are speaking. For instance, in an English speaking movie, a foreign individual speaks and subtitles show only what that individual is saying. I have looked through the forums and none of the responses are valid for solving this challenge.
These are the same subtitle styles shown in the movie theater, during normal DVD playback, etc.
File type: VOB. I have played the exact same file in multiple other video viewers and the subtitles show as they are supposed to show so it is NOT the file! VNC is not detecting/displaying the forced subtitles. I would prefer to use VNC viewer to play the files!
