I just downloaded and installed VLC. As a new user, I searched the forums but could not find an answer to the following question: Can VLC play Blue Ray DVD's?

Blu-ray and DVD are two different formats, and yes, VLC can play both of them.
First you need to update to VLC v2.x and then you can open the discs through the menu Media -> Open Disc.
