I tried clicking the link on the 'Report Bugs] page and was told I was not logged in (although I clearly am).

Tried clicking on the 'Login' link and got this:

It's working fine for me, login is using HTTPS so make sure to allow secure connections and also clear your cookies before trying to log in again:
https://trac.videolan.org/vlc/login

Notice your forum account does not work on the trac, you need to create another specific account.

I started a browser that has never accessed the VLC site.

Went to the 'Report Bugs' page and clicked 'Create account'.

Once again, I got this message:

The page in question is clearly from VLN and it's hard to see why it would claim there is no text on a page on the basis of any cookies.
