minute sequences of a video in different languages

Hi, how could I play a video this way:

minute 0-1 in German
minute 0-2 in English
minute 1-3 in German
minute 2-4 in English
minute 3-5 in German
minute 6-8 in English
and so on :?:

So far I could not find a solution for this and I hope to improve the language skills of my little daughter this way.
She is too yong to be able to read subtitles in German while the film runs in English.

The best would be to create with a script a new video file, which has of course double length, to play it later directly with the TV device.
And the very best would be, if the language interlacing could be done on a contence (chapter) base instead of a time base.

This is possible using MKV ordered chapters. You need two separate files one with the german track and one with the english track (and the same video).

You can create an ordered editions in one of those files and tell it 0-1 use the german file 0-2 use the english file etc.
You put both files in the same directory and vlc will be able to play them as you want.

But you need more advanced tool than vlc to create such files like mkvmerge.

Oh, you killed my hope to make some general batch script, which I could run on some suitable video files. I am not skilled with video editing and I assumed there are some command line switches I could put together like
vlc --seek 0:00 --duration 1:00 --language DE $1
--seek 0:00 --duration 2:00 --language EN $1
--seek 1:00 --duration 2:00 --language DE $1
--seek 2:00 --duration 2:00 --language EN $1
...
> $1.combined.mp4
But, anyway, thanks for your information.
