Limit Frame Rate of Playback

Need:
Limit the number of updates to the image on the screen (FPS) when streaming a web cam or video file.

Reason:
I am using a large (3960x1024) display through remote desktop. when the video is played at full speed it delays (by 2-5s) other screen updates and functionality (i.e. clicking buttons). When the stream drops frames to result in 2 or 3 fps the other navigation works fine. Both the stream and remote desktop are done over a LAN so network speed shouldn't be an issue.

P.S. Is it possible to re-encode a web stream (with VLC) and play the result? Preferably with command line options.

From what I understand the core of ffmpeg is included with VLC player and I can use the command ffmpeg.exe -i rtsp://URL -r 2 -vcodec mjpeg receive.mp4 to create a video file. Then I can play the video file and it behaves as I would like. Is there a way to achieve this in a stream form with VLC alone and preferably with only one command.
