Is it possible to stream your video, to other computers?

I am having serious discussion with a couple of government agencies, over providing them all the info I have, in regards to a certain issue. I have placed the videos on YouTube, as PRIVATE, but put both their email addresses, as friends, allowing them to view the videos. I'm not certain if they did see the videos, or not. Each agency is prohibited from opening attachments to email, or to download anything, onto their computers. That said, I was wondering, if by installing your software on MY PC, would that allow them both, to view the videos on my pc, by STREAMING, so there would be no problem with downloads for them? If it is possible, what is necessary on their part, to view the videos, on their business computers? Is there any need they have, to install anything, or to create an account with you, to view these videos? Or is it simply my sending them my SIGN IN to my account with you, that would allow them to access the videos, on my computer?
