VLC remote-control interface (questions)

If I have VLC running on Device-1 as a "server" with it's interface accessible via http or RC, and if I access this server using Device-2, then can I

a) control Device-1 such that I can cause media output (movie, music, etc) to be played on the screen or come out of the speakers attached to Device-1?

or

b) have Device-1 stream media content to Device-2, so that the content is rendered/played on Device-2?

Which one (a or b or both) is VLC capable of? If situation (a) is not possible, then I have to ask why, since it clearly is the more useful situation.

Also, how does the VLC server know where to look on Device-1 when media content is being browsed or searched for from Device-2? Is there a pre-defined path or folder - if so, how do you set it up?
