VLC Media Player and modifying a DVD for Super 8 film

I may be in the wrong territory for my post, but here it is.

I just had some super8 film transformed to a DVD through CostCo photo services. I was told VLC could be used to edit the DVD. I have no idea how to do that. For example, supposed there are two reels of film on the DVD. They are in one "chapter"--"glued together". I would like to make them into two chapters. Is there a manual or web page that might help me do that sort of thing?

Realize too that I barely know what IFO and VOB mean. Nor do I have an understanding of the folders AUDIO_TS and VIDEO_TS. AUDIO_TS is empty. If I select an item from VIDEO_TS, a video is displayed. I do have some audio super 8 clips on the DVD.

VLC can play back DVDs, it cannot modify them.

I was beginning to feel that was true. One of the CostCo people suggested VLC as an editor. Apparently he was wrong.

I called CostCo and their photo service processor some distance from CostCo. They agreed that they will get this done the way I wanted it. There are five independent reels. What they did is treat them as one long video on the DVD. I wanted them separately. Either five DVDs or 5 segments on a single DVD.
