VLC Media Player and Windows Phone 8

Been looking for a solution that allowed me to set my home PC up as a media streaming server for my Windows Phone.

I downloaded the VLC Player to my desktop running Windows 7, and downloaded the Video Player for VLC app to my Windows Phone.
I can't get it to connect to my pc. I try to research some tutorial videos on Youtube, but I haven't found any that accurately describe the steps necessary to accomplish this.
When I look at the screenshots on the Windows Phone app, it shows that upon connection to your pc that you should see a list of video files, but I get none.
I've tried to connect locally via wifi on my phone and added the local ip address of my PC which was running the VLC Player in windows but it couldn't connect.
Is there any clear cut tutorial on how to properly setup your PC as a Media Streaming Server using VLC Player?

I've looked at many of the Wiki's but most of them describe setting up a playlist in VLC to play the videos on the PC in order to stream them over the web or locally on your network.
Is this the only way it works?

PS: I am new to VLC so please bare with me and thank you for any help in advance! :)

*EDIT UPDATE*

Ok I managed to figure out a part of my problem... I've managed to get it working over my wifi connection. I employ Total Defense Internet Security on the PC I'm using as my media server and the Total Defense firewall was blocking my connecting with the VLC app on my Windows Phone from connected despite creating rules to allow connection through the appropriate ports. I've disabled this firewall and reverted back to the basic built in firewall that comes with Windows 7 and I'm still able to connect via WiFi from within my own network to my PC using VLC.

The only issue I still haven't resolved is connecting over the air using the data service provided by my Verizon carrier on my phone. I have a 2GB limit per month with a 4G connection but I don't ever come close to using those 2GB of usage. When I try to access my PC using Internet Explorer 10 on my phone by typing in my httP://ipaddress:8080 I get the following page: Error: HTTP 403 Forbidden

I've enabled port forwarding in my router, forwarding port 8080 directly to my PC on the network. The ports in my firewall are open on my PCs firewall and I even edited the host file as was instructed by several tutorials I've found. Anybody have any ideas why my phone is still being blocked?
