From Audio-only to Video

I played a variant-bitrate HLS program with VLC media player. It started from the lowest bit-rate. But the lowest bit-rate stream ts files only contain audio. So the player went without video output. But after a while, it switched to a stream with video, the video still couldn't be displayed. But when playing with QuickTime Player, no such issue. Is there any solution to this problem?
