How to make stereo more dynamic?

I have a problem with 2.0 mixes when dialog sounds fine but when there's action like sound effects and music, it doesn't get louder when it should. How can you change this? Or is it possible to lower dialog only and increase volume? I want the opposite of dynamic range compression. Can VLC do this?

Disable dynamic range compression.
My desktop runs 64-bit Linux Mint Maya Xfce, my htpc runs Linux Mint Nadia Xfce, my answering machine runs Windows 7, and my laptop runs 64-bit Linux Mint Maya Mate.
