Open video using comand line

Hi!
I try to play video from comand line:

vlc -vvv http://www.youtube.com/watch?v=qw-HPBQZ ... =g-all-lgv

and

vlc http://www.youtube.com/watch?v=qw-HPBQZ ... =g-all-lgv

VLC player starts but doesn't open the video

C:\Program Files\VideoLAN\VLC is in PATH

what I do wrong?

P.S. I also tried to open video from other resoures like IP cam, and it doesn't work as well
