Skip ahead displays "confetti" for 10-15 sec

Skip ahead displays "confetti" for 10-15 sec

Whenever I skip ahead the screen shows a partial image combining the last image with the current image and the best I can describe it is it looks like a bunch of "confetti" for about 10-15 seconds until the current image "catches up" with the last image (before forwarding).
I've noticed this mostly on flv type of videos but it happens on most all types.

I thought it might be because of my slow system, but I just upgraded to a Intel Core7 CPU with a super fast EVGA video card, so I know it's not my hardware. This happened on WinXP-Pro (old system) and now on Win7-Enterprise (new system) system also.

Very annoying when I try to move forward to a specific spot on the video. This has been with most all versions of VLC.

Any ideas?

Is it any better if you disable GPU acceleration ?
