Does Videolan support a NTSC encoding ?

Hello,

I live in Belgium and I want to buy a commercial dvd, but the seller tells it is encoded in NTSC.
Does VideoLan supports this dvd type ? (I'm running videolan on linux)

Yes, VLC does play NTSC.
