Possible Bug wih VLC Closed Captioning Default?

Good evening,

I'm either really stupid, or I think I've found a possible bug in VLC. I live in the US and have been trying to use VLC with my TV tuners, both terrestrial and satellite. While video plays out successfully, I have been trying to get the closed captioning to turn on by default. Now I can set the subtitle track from -1 to 0 in the preferences, but it doesn't actually show captions when launching VLC, even though the "Closed Captions 1" option is now selected in the Subtitles menu upon launch. If I click on the already-selected "Closed Captions 1," the captions begin to display.

Expected behavior: Set default subtitle track; upon launch of player, captions should appear.
Actual behavior: Set default subtitle track; upon launch of player, captions do not appear until clicked in Subtitles menu. The correct caption track already appears as selected in the Subtitles menu at the time captions are not displaying.

This behavior exists in both Linux and Windows, and on 1.19 and 2.0.3. Is there something I'm doing wrong, or should I file a bug report?

You should file a bugreport. Having a small file related would be nice too.
