VLC-2.0.1 Filter Problem

When I use VLC-2.0.1 wall filter, I found a problem. I enable the wall filter from tools->Preference->All->Video->Filters panel, VLC didn't process
the video with wall filter. But I enable the wall filter from tools->Effects and Filters->Video Effects->Geometry panel, VLC could process the video with wall filter successfully. Why?
I want to add a new filter to VLC. There are two panels to enable/disable filter. I want to know the difference between them. And how VLC add/delete the filter when I enable/disable it.
