Setting Media Library location http interface

I have what I thouht would be an easy matter to deal with, yet I could not find the answer anywhere in the documentation. I am starting vlc with the following command:
I would like to know how I can setup the directories that would be part of my media library. Can I do this within the starting command line or through the http interface ?
