.m3u Playlist plays out of order

Opening VLC (Windows 7, fully updated) by activating a .m3u format playlist results in a start at a random point in the list, most often the 2nd item on the list or the last but very rarely the 1st! Is there any obvious explanation or cure for this problem or should I just start using a different playlist format?
