VLC 2.0 advanced controls & status bar

Versions of 2.0 is no longer the "advanced controls" and the "status bar" is not enabled by default, such as the 1.0 versions.
Whether one command line, which receives these on if they are not defined in a file vlcrc?
This is a tricky for automatic installations (corporate environment), because vlcrc file can not created each user's home directory is automatically done, because it will make the first time of use.
