Error: "No targets Specified and in makefile found

I am installing the VLC for linux through binaries.Instaled and I compiled libraries but when I go to install vlc and I write the command make occurs the following error: " No targets specified and in makefile found"

the INSTALL file tells how to build vlc. Read it.
