How can I record new subtitles?

Hi,

I have a video which is only in english. I would like to be able to
create subtitles for it (as dubbing is a LOT of work).

How can I do this with VLC, please?

I am not talking about voice recognition and/or automatic translation,
I have yet to find an automatic translator which doesn't talk gibberish.

I would like to type the tranlated text and then add it, bit by bit so I
can synchronise it, to the video.
