Configuration:
1. Video LAN Client 0.7.0-test1 for Windows
2. FlyVideo 3000 FM TV-Tuner

Streaming Wizard:
DirectShow Input: LifeView WDM Video Capture
Stream Output: udp: broadcast
MPEG-TS

Result:

main error: cannot add this stream
main error: cannot create packetizer output

Why ?

You must select transcoding information for plain tv-tuner streams, as raw video/audio can not be placed in mpeg2 ts. Se the streaming features page to see which codec can be used in the different container formats
