Videos from DJI/Android system not playing correctly

I have a DJI quadcopter and the DJI RC 2 controller. This controller has a built in screen which is actually an Android system without the phone. On this controller I can record my flight video that I see on the screen in 1280 x 720. The video is recorded either on the internal memory or a Micro SD card. Afterwards I copy the videos to my PC. When I start watching the video from the beginning everything is fine. But when I jump to any part of the video the video is frozen. Only the time is running and the blue bar is moving forward. I just found out that if I speed up the video I can watch it after some seconds and even slow it back down to 1x speed.
I have also tried this on VLC for Linux with the same result.
I can watch 4K videos from the quadcopter and jump to any part of the video without problems.
I can also edit these low resolution videos on DaVinci Resolve and jump to any part and play it. After rendering the videos the problem is gone.
Is this a bug in VLC?
