Very Simple Newbie Question

What causes error below ?
Have entered camera name and URL via 'open network stream'
Running a TP LInk C325WB camera via wireless
PC and camera on same network

Tried running I Spy but the error log on there suggested VLC not loaded ?

Connection failed:
VLC could not connect to "***.***.**.***:554".
Your input can't be opened:
VLC is unable to open the MRL 'rtsp://***.***.**.***/stream2'. Check the log for details. - Where is the log ??
