Low frame rate playing issue

We use vlc to play rtsp streaming, when we set the frame rate to low frame rate (such as lower than 5fps), we fond the vlc would drop some frames.
But if we use other players (gstreamer), no frame drop， dropping frames is also related to Bitrate.

Does anyone have experience playing low frame rate video streams with VLC？
