cannot pause TV streams

Hi,

here are two examples of live TV streams that cannot be paused:

Tried on linux and macos with vlc player 3.0.11

I find the same on VLC 3.0.18 on Windows 10

If paused, when restarting, VLC restarts playback from a different point.
This stream can be paused in Chrome Native HLS playback.
