Resizing video for proper playback on 4:3 monitor

Hi, I'm having trouble figuring out how to use VLC to resize a video for playback on a 4:3 device. The video itself is of 4:3 footage that has been letterboxed with black bars on each side for playback on a 16:9 display. I would like to remove the black bars *and* have the file's aspect ratio changed to 4:3 so that it could play properly on a 4:3 monitor. Using the video cropping filter (as outlined here: https://www.digitional.com/how-to-crop- ... lc-player/), only accomplishes half of what I am looking for - I can get rid of the black bars, but then the remaining video image stretches horizontally to fill the original 16:9 aspect ratio (the video's aspect ratio does not change).

Can anyone offer me some advice? Thanks in advance!
