I can confirm win10, I just updated to 3.17.4 from my 3.12 and mpd streams does not play.

Yes, I can reproduce the issue while it's playing fine with FFplay and MPV.

If you are sure it's a regression then please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.
You should create a new report ticket on the VLC Trac with your above report, the link to your messages log and the link to this thread:

VLC for Android also has the same problem on the smartphone. On my PC, this stream works fine with VLC Portable Version 3.16
