Is there a way to ZOOM in and out on a selected portion of the video

Is there a way to ZOOM in and out on a selected portion of the video

Using Windows 10 - is there a way to zoom in and out on a selected portion of the video while paused or playing?
Clicking ZOOM in the video menu does nothing for me.
Is there a magnify/zoom addon somewhere i need to install?

Run VLC, press Ctrl-E, select "Video Effects" / "Geometry" and tick interactive zoom.

If it does not work, you may have to disable video codec acceleration (In preferences, "Input / Codec").
