Stuttering When Using Dual Monitors

I have two HDTVs, both connected via HDMI. WHen I have VLC on MON 2, videos will stutter. Only on fullscreen, not when in windowed mode - even when the window size is maximized. Can't quantify the stutter, but it looks like 30fps? I've tried a few things:
-closing every single window EXCEPT VLC, still stutters
-updating VLC - I'm using the latest version
-restarting PC
-restarting videos
-happens on any format (MP4, MKV, etc)

Win11
NVIDIA GeForce RTX 2080 Super
AMD Ryzen 7 380X 8-Core, 4.25 GHz
32GbRAM

Believe I've found a solution. After re-searching the forums, I found this thread:

It seems like I found a solution to this, in the Nvidia controll panel and on the settings for my second monitor, the setting on hz is set to 29... When i change it to 60hz, the video is running smooth :)

I went to Nvidia Control Panel > Display > Change Resolution > clicked my second monitor > under Refresh Rate clicked the drop down and selected 60Hz. Ran a couple movies on screen 2, fullscreen, no lag.

I'm hoping this isn't just a fluke and it's a permanent fix. Seems fine so far. And yes, mine (for some reason...) was set to 30Hz. Time will tell. Hope this helps someone down the line. Or, if MODs decide to wipe this thread, that's okay. I'd like to let it live for a week or so, just in case it IS a fluke. Thanks all!!
