How to enable floating controls

I am not sure how to set the controls and the menu toolbar to hide when the mouse is left idle after a few seconds and reappear when I move it.

Controls and menus are hidden only in fullscreen mode. AFAIK there is no setting about the idle timing.
If not in fullscreen mode then use Ctrl+H for Minimal Interface mode.
