3.0.14 Vetinari step forward/backward Video Lags

I have just installed Version 3.0.14 Vetinari
When I step forward or backward either using the arrow keys or the toolbar buttons
1. There is a pause of at least 2 seconds
2. the audio begins to play but the video remains frozen
3 after 2 seconds the video begins to play
The same thing happens when I jump to another location using the mouse on the toolbar progress indicator
None of this happened before I installed 3.0.14 I have tested this with videos I have viewed before on the older version
I have 3 windows machines and this is occurring on all 3
Can I install the previous version?
What is it?
Where can I download it?

It should be fixed in VLC 3.0.15 nightly build:
https://nightlies.videolan.org

You can also try with Direct3D9 video output.
