How to improve smooth panning/motion with DVDs

When I play a commercial DVD, new or old in VLC, the motion is not smooth. How may this be corrected?

Hi,
To help you, we need messages, to completely understand what your problems is.
To fix this, please be sure before you start the playback to:
  1. Open: Tools -> Messages.
  2. Set Verbosity to 2
  3. Start playback to reproduce your issue
  4. Save text in a file or copy into clipboard
  5. Then paste the full resulting log here between [​code]and[​/code] (or use Pastebin.com if it's too long)
Also don't forget to name your Operating System and provide the VLC media player version.

This problem has been present since anything after version 1.0.5. It is even present in the 4.x.x nightlies.

Not confident they understand or recognize the problem.

Problem seems to stem from DVD framerate 29.97fps being different than a 60HZ PC monitor. 29.97 doesn't evenly divide into 60. And the resulting jitter shows up in any panning scene. Other players handle it fine.
