dvb subtitle is not displayed

hi,

i am testing dvb subtitle with vlc ver 3.0.8 in window os.
i have mpeg fs file by recoded decoder ts output.
this file showing dvb subtitle inform when it checked media inform.
when i played on vlc , and selected subtitle, it wasn't displayed.
but when i played with pot player, subtitle was displayed.
i want to know why vlc can't display this subtitle.
please advice me
