Question about forced subtitles

I have an mkv file that has a subtitle track that is forced for the few non-English lines in the file, and another subtitle track with English subtitles.
By default, when I play the file in vlc, the forced subtitles show up. However, if I select the English subtitles track, only those show up and the
forced subtitles do not show up. Is that the way it should be? I would think that the forced subtitles would ALWAYS show up, and the subtitles
for the english portions would additionally show up if I select that track. Is my expectation wrong?
I am using Version 3.0.8 Vetinari of VLC.
