H.265 MKV to H.264 MP4 Fast Playback

VLC version 3.0.8
Windows 10, 64 bit

I am trying to convert a H.265 MKV video to H.264 MP4 but the converted video playback is very fast. How can I get the speed to normal? For the video conversion I made 2 changes to the standard video H.264 MP4 profile and change the Audio Encoder to MPEG 4 (AAC) and overlay subtitles.

Any help would be much appreciated.
