Filter to detect video frames containing all noise

I am using VLC to monitor a drone video transmitter. The signal occasionally drops for a second or two which inserts white-noise frames (TV static or "snow") into the stream which is hard on the eye.

I want to be able to identify these frames in near realtime and skip them, essentially freezing the displayed picture by repeating the last "good" frame.

Is there a way to do this or maybe an existing plug-in that I could adapt for this purpose?
