No video output with Ver. 3.0.6

No video output with Ver. 3.0.6

I've been a user of VLC for yrs, but i'm not a techie. I have no video output so i went to Tools>Preferences>Video>Output where i found the default was 'Automatic'. Then i tried all of the available choices for Output to no avail. My OS is Windows 10 Pro but i don't think the issue is with windows because i have two Windows 10 Pro OS's with Ver. 3.0.6 Vetinari installed in each. One OS boots from an Acer HDD and plays VLC perfectly with no tinkering after installation. The other OS boots from an HP SSD and i've been running Ver. 2.2.4 because i can't get the newer versions to work. But now i want the advanced features in Ver. 3.0.6 in the HP machine also. Appreciate any suggestions, and i apologize if the answer has already been posted but i went thru the FAQs and searched this forum but i'm a lousy searcher because i kept getting thousands of returns. :shock:

The combinations that should work:

Tools -> Preferences -> Video
Output = Direct3D9
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0

or

Tools -> Preferences -> Video
Output = Direct3D11
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = D3D11 Video Acceleration

or

Tools -> Preferences -> Video
Output = OpenGL
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = Disable or Automatic

or

Tools -> Preferences -> Video
Output = DirectX
Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = Disable or Automatic
