I have the 2.2.6 on my PC and I use it for a particular hunting camera I have. My question is, can I edit the video, say.... cut and splice ???

Well, VLC is not an editor. You can record some of the parts but it's not very accurate.
It will be easier and faster to use a dedicated video editor tool such as AviDemux.
